This publication is the first of its kind, and the focus on sport and development policy is a new and exciting initiative towards developing a global policy index in the future. The particular strength of this study is its disciplined and frank focus on government legislation and policy and their implementation. While there is a growing literature on various aspects of African sport, especially in sports like football/soccer, there is a paucity of information about the role of government, despite government’s strategic role in both development and good governance. The fact that all 11 countries are examined through the same lense makes this a very useful baseline study.
