Legacy of the Olympic Games / by Holger Preuss

Without a doubt, the topic of Olympic Games legacy has become one of the most important issues for securing the future of the Olympic Games in recent years. Value co-creation is needed between the International Olympic Committee (IOC), as the owner of the Games, and the host city/nation, as the organiser of the Games. Taxpayers, politicians, National Olympic Committees (NOCs), International Federations (IFs), and the IOC support the staging of the Games and want a maximum benefit in return. Many legacies, though, are intangible and therefore difficult to measure. This article provides an overview of the legacy concept, and the breadth of topics that are located within the scope of legacy. The framework of legacy is explained and illustrated. It is evident that the evaluation and valuation of legacies is a complex issue that needs to assess the effect on the stakeholder groups, and not only the evaluation of a change caused by the Olympic and Paralympic Games. This article outlines the start of legacy research and then looks at the current legacies that Paris 2024, Milano Cortina 2026, and Los Angeles 2028 want to achieve.
