The purpose of this research is to identify how to develop and implement a Virgin Islands Olympic Academy using Olympic Solidarities seven programs for the promotion of Olympic Values. Surveys were administered to 52 Virgin Islands stakeholders that consisted of Virgin Islands Olympic Committee Members, Athletes, Virgin Islands Government Officials, Media, Physical Education Teachers and Sport Spectators to find out what was expected from a Virgin Islands Olympic Academy. Also 37 established National Olympic Academies where surveyed to gain a better understanding of organizational frameworks, memberships, budgets and programs that have been successful. Using these findings a strategic plan has been developed to implement seven different Virgin Islands Olympic Academy programs. These programs will be developed in a two phase process from 2012 -2016. Phase1 (2012) will include the following Olympic Solidarity programs: Sports for All, International Olympic Academy and Culture and Education. While Phase 2 (2013-2016) will include: Women and Sport, NOC Legacy, Sports Medicine and Sport and the Environment.
