A human rights and anti-corruption legacy : building a conceptual model / Andrew Spalding

The Olympic Games are now poised to leave in the host city and country what this paper calls a governance legacy: a series of laws, policies, practices, and norms, promoting anti-corruption and human rights goals, that have application beyond the Games, that will likely remain in place after the event is over, and the implementation of which is significantly accelerated by preparing to host the Games. Dynamics that are likely to produce a governance legacy are now at work in France as it prepares to host the 2024 Paris Olympics. Based on a series of interviews with Paris 2024 stakeholders in France and beyond, this paper undertakes to build a conceptual model for the governance legacy.
