The purpose of the Salt Lake 2002 Main Operations Center (MOC) is to provide operational support to venues, functions and external agencies, and to help Olympic and Paralympic constituents successfully carry out their activities. The MOC is intentionally limited to a support role with most decision-making for Games operations occurring at the venue level. The following MOC Operations Plan provides guidelines for the operation of the MOC during the Olympic and Paralympic Games, including the transition period between the two events. This "Operations plan" describes in detail the MOC’s role, key interfaces and interactions, information flows, and required staffing. The key functions of the MOC—communication, coordination, decision making, and trend analysis—will be reinforced throughout this operations plan.
